I have to confess that I have not heard the CD version of this album, indeed the only version I am familiar with is the old vinyl fake-stereo 'The Who Sings...' version that I used to have as an import. The quote is by a roadie (I've forgotten his name) recorded in an interview by the band. The actual quote is (more or less): "I've been mad for f***ing years, absolutely years; I've been over the edge for yonks; comes with working with bands so long, crikey..." and it's run on a tape loop (one of many on this album).
